정착프로그램과 정착서비스 Settlement Grants and Settlement Services
1. 정착 프로그램이란? About Settlement Grants
정착프로그램은 정부가 2006년 7월1일부터 시행한 프로그램으로, 대상이 되는 고객에게 정착 서비스를 제공함으로써, 독립적이고, 동등하게 호주사회에 참여할 수 있도록 지원하는 프로그램입니다.
Settlement Grants were introduced on 1 July 2006 following a review of settlement services funded by the department. The aim of Settlement Grants is to deliver services which assist eligible clients to become self-reliant and participate equitably in Australian society as soon as possible after arrival.
2. 정착서비스 활동이란? Settlement Services Activity
정착서비스 활동은 호주영주권을 취득한지 5년 미만의 인도주의 비자소지자, 혹은 해당 이 되는 이민자고객에게 정착지원을 제공합니다. 이 정착서비스는 해당이 되는 고객이 독립적으로 생활하고 동등하게 호주사회에 참여할 수 있도록 도와줍니다. 또한 호주사회 에서 개인의 기능성을 높이고 국가의 서비스에 대한 장기적인 의존도를 최소화하여 다 민족국가로서의 생산성을 높이고, 고객의 경제적인 복지를 향상시키기 위해서입니다.
The Settlement Services Activity is to deliver settlement support for humanitarian entrants and other eligible migrants in their first five years of life in Australia. It aims to assist eligible clients to become self-reliant and participate equitably, while maximizing the productivity of our diversity and the economic well-being of clients by enabling them to become fully functioning members of society as soon as possible and thereby minimizes longer-term reliance on social services.
3. 정착서비스의 목표와 목적 Aims and Objectives
정착서비스의 전반적인 목표와 목적은 해당이 되는 이민자 고객이 독립적이고 주체적으로 생활하고, 호주사회에 동등하게 참여할 수 있도록 정착서비스를 제공합니다. 사회참여, 경제적인 복지, 독립성, 개인복지와 지역사회 공동체와의 연계를 높이는 것에 초점을 두고 있습니다.
The broad aim of the Settlement Services Activity is to deliver services which assist eligible clients to become self-reliant and participate equitably in Australian society, with a focus on fostering social participation, economic well-being, independence, personal well-being and community connectedness.
4. 대상고객 Target Clients
- 인도주의 비자소지자 Humanitarian entrants
- 영어가 능통하지 못한 가족계열 이민자 Family stream migrants with low levels of English proficiency
- 영어가 능통하지 못한 독립기술 이민자의 직계가족으로 지방에 거주하는 이민자Dependents of skilled migrants in rural and regional areas with low English proficiency
- 호주 거주기간이 5년 미만으로 지방에 거주하고 있으며 영어가 능통하지 못한 임시비자 소지자 (약혼비자, 파트너비자 혹은 직계가족) Selected temporary residents (Prospective Marriage, Provisional Partner, visa holders and their dependents in rural and regional areas who have arrived in the last five years and who have low English proficiency
5. 서비스 Services
- 상담서비스: 정착과 관련된 정보제공, Advice, Advocacy 혹은 타 서비스 기관 소개
- 다양한 정보세미나 개최: 생활기술, 고용, 경찰, 법률상식, 은행이용, 세입자 권리와 의무사항, 건강정보 및 시스템이용 등의 주제로 정보세미나 개최, 학교과제 지원 프로그램 및 기타 활동위주의 그룹운영
- Casework Services: Provision of Settlement related information, advice, advocacy or referral services to individuals or families
- Information Sessions for life skills, employment, police and law, banking practices, tenancy rights and responsibilities, health system, homework support programs and other activity-based groups.
